The North Carolina Department of Transportation (NCDOT) is asking residents to help shape the future of transportation across the state by providing input on projects being considered for inclusion in the 2028–2037 State Transportation Improvement Program (STIP), the state’s next 10-year transportation plan.

Throughout July, the public can review proposed projects and share which transportation improvements should be prioritized in their communities. Projects under consideration include roadway improvements, bicycle and pedestrian facilities, public transportation, rail, aviation, and ferry services, including major projects as well as intersection, turn-lane, and pedestrian safety enhancements. Public comments will help local transportation leaders understand community priorities and inform future funding decisions. 

The public are encouraged to provide comments directly to NCDOT through the prioritization map. (Please note that this comment period is intended for projects eligible for inclusion in the STIP and does not apply to routine maintenance activities such as pothole repairs, resurfacing, or drainage improvements. NCDOT uses a separate process to prioritize maintenance needs.) The deadline to submit input is July 31, 2026.

NCDOT will also host an open-house public meeting on Monday, July 13, from 4:00 to 6:00 p.m. at the NCDOT Division 1 Office, located at 113 Airport Drive, Edenton. The meeting will provide an opportunity for residents to learn more about proposed projects, discuss transportation needs, and ask questions of NCDOT staff.

Dare County Project of Interest

One project of particular interest in Dare County is SPOT ID H250310 at the US 158/NC 12 intersection. The project proposes converting the existing at-grade intersection into an interchange to improve safety and mobility along this important regional corridor.

How Public Input Shapes the Process

Public feedback plays an important role in NCDOT’s project prioritization process. After the comment period closes, local planning organizations and NCDOT divisions will evaluate projects and assign local input points, which can significantly influence project rankings and future funding opportunities.

Final project scores will be compiled, and a draft 2028–2037 STIP is expected to be released in late winter or early spring 2027.

Residents are encouraged to take a few minutes to review proposed projects and share their priorities. Community input helps ensure future transportation investments reflect the needs of Dare County and communities throughout North Carolina.
