PLANNING & ZONING

Members of the Town Planning Board (5) are appointed by the Town Council for three-year terms. Two alternates are also appointed by Council for a three-year term. 

Planning Board meets the 3rd Monday of every month - Pitts Center 7pm to 9pm to review and prepare recommendations for Town Council action regarding proposed ordinances and/or permit applications for all land uses other than one and two family dwelling units.

Planning Board Workshops may be held the first Monday of every month and/or after a regularly scheduled Planning Board meeting. Planning Board Workshop meetings will take one of two forms; a working session or a Public Workshop. Planning Board Workshop meetings working sessions may be used to plan, coordinate and report on the progress of all active planning projects and committees. Public Workshops may be used to present Project or Committee findings and proposed recommendations to the community in order to educate the public and to solicit community input regarding the proposed recommendations.

An Extraterritorial Jurisdiction representative (ETJ) is appointed by Dare County for a 3-year term. The Town’s ETJ for planning and zoning is the commercial area of Martin’s Point community and Ginguite Creek.

The Board’s responsibilities are to maintain and amend a comprehensive plan for the physical development of the area with recommendations presented to Council for the orderly development of the Town. The Board prepares and recommends ordinances or amendments to the existing Zoning Ordinance as needed. An amended and restated zoning ordinance was adopted July 3, 2001. The Board reviews specific proposed development plans to see that they meet the principles and requirements of the comprehensive plan and the zoning ordinance.
